It is supposed to be lowest qualified bidder, but the government makes it almost impossible to disqualify a bidder even if they already have a dozen defaulted contract with the goverment and have never built what they are currently bidding on.
There is a considerable amount of slop between the ISO twist locks and the corner fittings. This is done to facilitate easier loading. This slop could cause a huge shock load with the fifth wheel module. Some of this could be eliminated by making custom aperture plates. I need to have some...

Are you going to leave the fifth wheel and put the containers on top of it?
I have a 10 foot refrigerated container that I have been thinking about converting to a small rv to mount in my tractor.

The truck in my avitar is set up with 4.88 gears, a two speed transfer case, an Allison MT 643 and low profile 22.5" tires. It cruises at 58 mph at 2500 rpm.
I would like to drop the rpm's at 58 mph and that is the reason for my interest in the transmission.
That makes sense. I have thought about putting a 6 speed Allison in my truck. But in CA trucks only can go 55 legally. And my truck likes 58.
With that trans and its low gear you might run into issues with over torquing the drive train with a transfer case that has low range.
You can get several different axle ratios to fit the same carrier in an axle.
If you change both gears the shaft spacing will not have to change.
It is not uncommon to find heavy duty transfer cases that are direct and overdrive.
I do find if unusual that the M916 had a single speed...
There is, was, a dump truck running around here with a fifth wheel under the dump bed. When work is slow they pull the dump bed and use it as a tractor.
I have thought about setting up a tractor to haul 10' containers. A beam would be mounted behind the cab that would have two twist locks in it...
