    Only if you are engaged in commerce across state lines then federal dot laws apply. otherwise as a standard civilian operator any state you travel in has to acknowledge the reciprocity agreement.

    It depends on your state laws. Some require it to be used in commerce to need a cdl. Some it goes off the vehicles gvwr.
