They can see who's bidding and who has it on their watch list. And it bars you till you pay their default fees sometimes $20 sometimes $500 depends on the item amount.

It's a scam when people bid on things and win and then don't pay for it but then they call and offer it to another bidder within hours of the auction close

The seller just has to say there was an issue with the listing and that's it

That CUCV being sold was being sold by a seller using govplanet. Basically this happens alot and the sellers don't like the price so they can pull it.
