1971 M151A2 will still not start (2nd engine)

Good afternoon all, I need some help getting my 71 AM General M151A2 in running shape. First some back story:

Bought this one a couple years ago not running. Sent it to a guy that has rebuilt many 151s before. He was unable to get more than a sputter out of the engine after 8-9 months (Health issues, plus me being out of town put this on the back burner). I got it back from him with a rebuilt power pack set up for an A1. After changing out all the needed components to configure the engine for an A2 I installed the power pack. The fuel tank is new, all fuel lines are new, carb is a billy brooks rebuild I just installed, batteries are good, voltage is going where it is supposed to, good spark, strong fuel flow from new fuel pump but other than running off starting fluid I cannot get this thing running. I find it odd both the last two engines have had the same issue, but cannot seem to find the where the hangup is.

Any advice on where else to look would be appreciated. Thank you for your time.

If it runs on starting fluid, that rules out ignition and compression, valves etc. Must be fuel related. Maybe the carb float is stuck closed?
