Scary proposition. DMVs and police take a dim view of number swapping.
If the VIN is in the system then you need a bill of sale from the last owner or proof that they no longer have any interest in the vehicle.
If the vin is out of the system, DMV here allows us to fill out a "statement of facts" form telling where you got the vehicle and what you paid for it, and a "certificate of non-operation" stating that the vehicle has been stored and not driven on a California roadway. Get whatever they require inspected by a DMV employee or police or sheriff and you get plates and title. Kind of a long way around but definately better than having your pride and joy impounded and towed, and you trying to figure out how to get home... or how to get out of jail, and then home.

About titleing a deuce

Don't know about NC or CA but I just got a reply from PA about title and reg. they have a form you fill out and a statement of all known information about the vehicle , all invoices, bill of sales, and evidence that an effort to contact seller has been made, they review all this then determine weather they will issue a title sounds like it could take forever but just might work.

Removing a vin and putting it on another vehicle is a felony in every state. It is a felony to have a vehicle with a swapped vin plate not just to swap the plate. The vin identifies a vehicle. The deuce like all other vehicles have the vin recorded in other areas besides the vin plate. If something happens to the vin another vin is issued by the state after you have proved that none of the components are stolen. Proceed at your own risk but bad things happen in prison.
