ABS NOT ABS. CTIS just quit

Hi Guys Maybe someone could give me some insite common issues with ABS light same Tkg CTIS quit I found that if batt voltage is low ABS light will come on restart Tkg with a little RPM on start no problem also cannot seem to find CTIS regulators around at I purchased a M-923A2 and they had lifted it with a fork lift and smashed the tank and regulator I think it works just does not get air they seem to be like hens teeth any ideas would be greatly appreciated
