Air Horn solenoid/fuse panel/charging etc.

Is the round canister on the air horns supposed to move in and out? Or is it supposed to be stationary and attached to the unit. Mine moves and the horn doesn't work. Well it worked once. I have many questions and I tried searching the fuse panel but no luck. I need to check the input voltage of the alternator after reading a little on here. It is like every other forum though in that searching does not always yield results and you guys know right where to go to give great answers (thanks by the way) I didn't drive a Deuce in the Army much, my assigned vehicle was a Humvee so I never even had to pull PMCS on one. I am going over things and it looks like my parking brake cable is broken too. Also my brake/tail lights dont work and yes switch was on. On a positive note my buddy who followed me home couldn't believe that I didnt have a harder time driving it. I said it's not like I haven't drove one before its just been 19 years.

On the fire wall there is a 15 amp circuit breaker/fuse - connected to horns air solenoid - check the voltage on both sides for proper operation andor replace the defective component.
