Air pack leaking air into brake fluid

So I have rebuilt my old long style air pack on my m35a2 with the help of tactical repairs videos. Got it out back into the truck and it works…. Kinda. It stops the truck but I have to pump it about 3-5 times before the truck actually gets to stop. When I go to bleed the brakes through the air pack bleeder it’s just super air raided brake fluid. But if I bleed it with the air system empty (0 psi) the fluid is clear with no bubbles. So it’s forcing air in the air pack into the brake fluid somewhere but I have no idea where what I did wrong rebuilding it. I’ve tried looking it up and all the other threads have fluid leaks and not air leaks like this. Any help is appreciated that you.
