Are my M818 springs tired?

My M818 rides very rough over anything bigger than a pothole and after closer examination the distance between the springpacks up front and the spring snubber is only an inch or two is that normal?

Yes

You can air ride the rear with a bag between the frame and the spring. About a $250 setup.
