Blown fuse, fuel gauge, glow plugs and water in fuel indicator

Hello, twice now over the last month or so, the fuse that powers the fuel gauge, at least part of the glow plug circuit and the water in fuel indicator has blown. Today when I went to start the truck (85 M1008) I had no glow plug or water in fuel lights but the fuel gauge was working. I checked the fuse and it was OK. I knocked on the glow plug relay and no luck. I have 24v to the top feed wire, good ground on the bottom. I jummped 12v to the top of the two smaller posts and the relay clicked and when I turned the key the glow plug light was on, though no water in fuel light. The truck started as normal like that. I am unsure where to start looking for the issue. Could this be a bad glow plug controller? Where else might I look? I am going to study the digrams in the TM but thought maybe someone had experienced this before. I tried search and no joy there. Thanks much!!
