An old failing speedo cable is at the root of the problem. Replace the inside cable. If you use grease, it should be light stuff.

Pull your cable and inspect it for kinks and frayed areas. If you find any, replace it before it breaks and wads itself up inside the housing and you get to replace both.
If not frayed or kinked then take a dollup of grease in the hand that holds the housing and as you slide the cable back into the housing, let it pass through the grease, picking up a thin film as it does. It's messy, but the best way to lube the entire cable length. Oil into the housing won't spread or stay like greasing the cable will.
