bouncy voltmeter with bouncy lights!

ok here's the problem.. 1966 dodge power wagon.. when i got it the voltmeter and lights would bounce every second from 12 -15 volts. like ticking second hand up/down up/down.. lights would go bright and dim correspondingly.. everything changed, alt, voltage regulator, voltmeter, cables, starter, battery, (twice) . nothing seems out of place. what am i and everyone whos looked at it missing? any ideas? thoughts, musings? HELP!

nope, newer add on volt meter.. the amp meter in the dash has not worked since ive owend it.. ...

When in doubt....check clean and tighten all grounds
