What would be the correct number to display on my plate? Truck is a m929a1. Does it go by loaded or unloaded?

Maximum loaded weight. The bridge number on the bridge is the maximum weight of any vehicle crossing over it in tons. If you are not carrying much in the way of cargo, you could probably use the empty weight. My shop vans run an '8' and the cargo trucks run a 7 or an 8, depending on what, if any, they are carrying which is usually not much in weight. YMMV and some states are stricter than others.
