charging system M1010

Hi Guy's..I'm having a dillemma It's probly been talked about but I can't seem to find it but here goes..I have a M1010 with 2 28v 100 leece alt.Top one is not putting out no juice even when manually excited bottom one put's out 28v.Now here's where I get messed up.Can I just run the 1 working alt to charge system?also I am getting 17.5v at rear batt and 10.5v at front and 28v at bussbar on firewall.I like this truck and plan on keeping her and would like to fix it and be done.Would I be better off to switch to 12 v starter and install my own 12 alt?.Thank you for your patience and help.

I don't know about the M1010, but the digram shows the top alt to charge the front battery. If you only have 10.5v, I would think that you are not getting any charge current back to it.
