Connection below windshield frame; what’s it for?

Sorry for the dumb question but what is the item in the below picture for? I don’t know what to call it so I can’t search for its use.

Mirror arms mounted there until the west coast style replaced them in the 90's.

Of course, you could remove it/them, but that would lessen the chance you'd bark your knuckles closing the hood and where's the challenge/fun in THAT?

I removed mine and just replaced them with a blank piece of metal.
