I was told that the bleeder valve sometimes releases the air from the tire back to the tank, causing a flat tire. How do you fix the bleeder valve problem?

The wheel valve can be leaky or you can have a leaky o ring in the rim. Fill the tire up to 70 psi. You can spray windex around the rim seal area to see if any leaks. If it's a front wheel take the line coming from the hub off put a plastic bag over the end attached to the valve hold it tight with a rubber band. Rear wheels you can put the valve in a bag and rubber band it. See if the bag fills up with air over 3 hours or so. You can also check lines with windex.
