CTIS Wheel Valve Question

On the valve that is located on the wheel there is a 1/4" brass plug with a plastic insert/center piece. It is opposite the schrader/fill valve. What does this plug do? Mine is leaking between the plastic center and brass body and I want to replace it with an all metal plug. Any input appreciated...Also what does this valve do?
