CUCV Blazer Question

Hello Forum:

Our fire department just came into possession of a CUCV Blazer. Have a question that I am sure has been answered before, but, I don't know what to call the equipment. So, what is the two blocks with wires running into them behind the passenger seat below the window for? Trying to figure out if it can be removed or if it serves some sort of purpose we can use.

Supplies 24 volts to run radio equipment or other devices. Comes in handy if you want to power accessories.
Can be switched over to 12 volts easily if needed.
