CUCV trailor light plug voltage.

Im only getting 14VOLTS at the plug. Shouldn't i be getting 24 for the military trailor lights? Everything is working with a voltmeter. Stop, turn, blackouts, etc. But the lights are very dim. Is this normal?

Thanks Kenny, Looks like i'll keep some 12V bulbs in the glove box for when i tow it with the 1028. And back to 24V when the M37 draggs it around.
