electrical gremlin

I seem to have a gremlin in my electical system on my 1009. I just rebuilt alt 1 and had everything working again. I do need to rebuild alt 2 which should happen this weekend since it is a little hot. Alt two is putting out about 15.7 volts.
I also have a civy cluster in which everything is working good but it is not the stock wiring at the cluster but this should not be an issue.
my problem just started.
The truck starts easy. wait light works and I have AC60 glow plugs with the resister bypassed and removed also installed new glow plug relay.

The problem is the truck does not shut off with the key, it does sometimes and sometimes it takes a minute. Some of the time I have to remove the wire on the IP to shut it down.

Looking at the wiring diargrams, it appears my ignition switch is the problem. It acts like a stuck relay with regards to the IP shutdown but from the wiring diagrams there is no relay just the ignition switch.
Before I tear the column apart to replace the igintion switch, I wanted to put my gremlin out there to get feedback.
Is there something else I should check prior to the ignition switch.

The TM 9-2320-289-20 Chap. 2 has a section that covers this issue. They say to make sure the ground wire for the dash wiring harness is making good contact.

The ground wire is the one next to the parking brake. The one with the 6-post connector.

Would it be a good idea to check the i/p soilinoid to make sure it is not a mechanical problem? If it sticks open the engine will keep running. Or check for power at the i/p when the engine is running and the switch is off. If no power is present when the key is off the problem is probalby mechanical - makes sense?

thanks for the input, I have checked and it is definately an electrical issue. When removing the power to the pump it shuts down. I removed the 6 post terminal, sanded the mounting spot and re-installed the terminal last week and checked it with a meter to other ground spots and the ground is good. I will check the wires going to the ground terminal to make sure they are good.
