Emergency brake cable stuck

Hey Guys,
I finally got my M52 tractor home and have been working on fixing some little things. Anyway when I got around to the E-brake I can't get it to engage. The cable is tight. I checked underneath and it is free at the arm for the band. Any suggestions for freeing it up would be GREATLY appreciated. Thanks

The cable is tight? Does it move when you pull the handle or is it stuck in the cable housing? If it's stuck, pull it off and give it a good soaking of your favorite flavor of rust getter, flex the housing around a bit, be carefull not to kink it. Is there a grease fitting on the housing? If so, shoot it full.
