Emergency brake cable stuck

Hey Guys,
I finally got my M52 tractor home and have been working on fixing some little things. Anyway when I got around to the E-brake I can't get it to engage. The cable is tight. I checked underneath and it is free at the arm for the band. Any suggestions for freeing it up would be GREATLY appreciated. Thanks :-D

The cable is tight? Does it move when you pull the handle or is it stuck in the cable housing? If it's stuck, pull it off and give it a good soaking of your favorite flavor of rust getter, flex the housing around a bit, be carefull not to kink it. Is there a grease fitting on the housing? If so, shoot it full.
