Ether system function

Based on the information in the TMs, my ether cylinder should be firing, but it isn't.

Temp is 20F, truck is cold soaked and it was 7F last night.
Verified ether solenoid works fine.
Verified working ether relay.
Verified relay solenoid has electrical connection with ECM (can see a slight voltage on the pin when ignition on).
Verified no change to voltage to coil on relay when "ON" or "crank".

Yes my batteries are weak, haven't put in new ones yet.

I have Cat ET but can't find anything helpful in there.

Any ideas? My ECM was replaced at some point and I'm wondering if a newer config may have a different solenoid actuation temperature?
