Front axle not engaging

Another problem was noticed today going up a hill. I could not make it up. The front axle was not engaging. The air switch on the dash was indeed engaged. Could it be a bad switch not delivering enough air to the transfer case. I did upgrade to an after market switch. Any ideas. Real frustrating. Thanks.
