Just replaced the Rapco filter. I noticed the heater in fuel filter base. Is this triggered by a temp sensor in the unit itself, or an external trigger?

Most likely it's like the either system has to be certain temp to activate.

It may be internally thermally controlled, but the filter heater gets power when the governor run solenoid does(main sw on).
