Cut the bolt off and weld a new bolt is place of the stud. No need to replace the entire strap. It is a 7/16" bolt/stud. The hex head will give you something to weld to. It will work.
New straps are relatively inexpensive, between $21 and $25 on Rockauto.com. Cheap insurance to make certain that you don't leave an important piece of your truck behind you on the road.

25 Gallon - 28" x 28" x 11"
31 Gallon - 28" x 28" x 13"
