Garwood Winch Part Identification

I am hoping someone can tell me what this split collar is for in this winch. The winch did have capstans and there is a selector fork to engage the dog clutch and then disengage to free wheel the drum. When I try and move this fork it rests against this split collar and there is no room on the main shaft to move this collar away allowing the dog to disengagae the drum. Maybe it is a safety device to prevent the drum from free falling? Any help for me to understand this would be most welcome. Also would anybody know where I could get a manual in pdf that would identify this winch and give it's ratings.

I have never seen that split collar before on a Garwood winch. Looks to be a freewheel lockout function like you say. I think that is a 20,000 lb winch, are there any numbers on a data plate or stamped on a boss?
