GETT won't start

I have been doing some side work for a company that is trying to use GETTs to cool their warehouse. One of them will only start in cold start mode or if the fuel shutoff solenoid is removed. I seem to be getting power everywhere I need it except out of the speed control unit terminal A. Anyone have any idea what could keep this unit from sending power to the fuel shutoff solenoid in normal mode? Thanks!

There are two Bosch style relays left side. Have seen them go bad. Seen a bad emergency stop switch so ohm that out. Seen a lot of bad crimp connections. Wires pull right out. I would start there.
