Glow plug relay problem

Hey guys, i got a 86 m1008 that the gpr is acting funny,when key is turned on it cycles on and off for a few seconds and not staying on long enough to heat. I swapped the card out with another one and also replaced the gpr itself,still the same, any thoughts?

Change the relais, the controler to a less than 15 year old one and hope that you did not blow the glow plugs beforehand.
