Governor (?) Holding Engine Back

I am having a problem that appears to be a problem with the governor. I have poured through TM 9-2310-361-10 and TM 9-2910-226-34 and don’t find anything that seems to explain it or tell me what to do.

The engine does not want to go above 2000 RPM, even going downhill. From 1500 to 1800 RPM it seems normal, but at about 1800 it starts cutting back and will creep up on 2000. When it is holding at 2000 the accelerator pedal from about 3/4 to full down has no different effect.

On a downhill run I can put the clutch in and let it speed up, but when I re-engage the engine it will slow back to 2000 RPM. I have put about 50 miles on the truck since I worked on it and once in a while it will rev up to 2500 like it should, but in only a second or so it will throttle back to 2000.

The history of the engine is this: It is a ’66 Kaiser Jeep M109A3 with 24,000 miles and a Continental NON-turbo engine. The FDC is NOT bypassed.

I have fixed 2 problems lately, a dead in-tank pump and a leak in the flame nozzle and its pump. I put on a Carter in-line pump and put ‘O’ rings in the nozzle, but the pump started leaking. I took off the flame nozzle pump, plugged the port on the Fuel Supply Pump that fed the nozzle pump and plugged the ‘T’ on the return line between 2 of the fuel injectors. The engine starts beautifully now; you only have to tap the starter button. There are no fuel leaks.

I checked the air filter and it looks good; the indicator under the steering column is good. I drained a small amount of fuel from each of the 3 fuel filters and found no water or contaminants.

We are moving and I need the truck badly to tow 4 heavy trailers starting this weekend. Whatever help you can provide will be greatly appreciated.

have you replaced the fuel filters? I was having the same problem with my deuce and the filters were SHOT only after 6 months.
I have not. What is a quick source for them and how much should a full set cost? NAPA has been skinning me alive, such as asking $450 for an Olympic in-tank pump ($225 from Olympic).

This might explain why it seems to be progressive; When I drove it home from Ft. Riley it didn't seem to run like I remembered from my own OD days.

Except, why would it slow down when I let the clutch out on a downhill run?

NAPA has them. The primary is a NAPA gold 3511, and the two secondaries are NAPA gold 3512. Mine did almost the same, except it would just slow to an idle while running. pulled over on the side of the road, and changed the primary, and she ran like a top the remaining 200 miles home. i havent had a problem since. Oh the filters are in the 15-20 dollar ball park. FYI the oil filters from NAPA are NAPA gold 1133.

The truck probably needs all filters changed, so I ordered a set from OD Iron. Their prices looked reasonable.

JTugwell, Thanks for the xref numbers. I will call NAPA and price them, just to see how they compare. Maybe next time.

Not a good Idea but it's your truck call when you need parts. You can test gov. setting buy just putting it in first gear and hole the peddel down and read the tac.

It's there, 7th on 2nd page.

Even if it says LDS.... most applies for all MFs. Especially referring to fuel pressure vs. engine RPM and how insufficient fuel supply and pressure will affect max. no-load speed (RPM).

Found it right where you said. That is a good manual! I just might learn something about diesel engines, yet. There is a lot I have had questions about and this manual is going to answer a lot of them.
