H140 heater on a pallet in Portsmouth VA pickup

I have an H140 heater on a pallet its around 320 pounds. I had a few shippers lined up to pick it up for me but none of them want to deal with going onto base. They call and the office there gives them a hard time. Can I pay someone to pick it up for me and I can have my shipper come get it off base in a few days.
