Heater doesn't work

I changed out the heater core and blower a year ago since the previous one had a bad blower motor and I was doing the whole coolant system over at the time, I finally decided now to fix the heat on the truck so I can have proper defrosters but the problem is the heater doesn't work at all, I notice only one of the pipes getting hot that goes to the heater and the other one is basically at room temperature

Any chance somebody put a cut-off valve in line with the heater hoses?
