Replaced the shot factory horn with a new acdelco one.
Added a second A note acdelco horn on other side of grill.
New relay
New relay plug (original one had been cut out at fuse block).
New factory steering wheel horn parts.
Removed capacitior and refreshed grounds.

All this and still either no horn or a little burp here and
there.

Checked wiring and fuse.
Pulled steering wheel and checked and cleaned horn contact plate.
Also looked at turn signal switch that houses the horn contact.
Looked at harness plug

All looked and tested good.

After looking at the schematic again and seeing how basic it is, I ordered a NOS GM turn signal switch.
It had to be something inside even though it looked and tested good.
What else could it be? The horns tested good before install.

Tackeled issue yesterday.
With steering wheel off, horn contact wheel off.
While looking at the turn signal switch you can see and push the horn contact button.

With it pressed in at just the right depth you could see a spark and barely hear it shorting out somehow.
BINGO!

Pulled and replaced turn signal switch with new part.
Assembled everything back together.
Horn issue gone!

It now works like it is supposed to.

The NOS GM signal switch has 8 wires. Factory truck switch plug also has 8 contact points. Just FYI
