How To Upload a TM to Resources

I have a TM that I would like to upload to the Resources Section, but I get the message that I am not not authorized for that function. What am I doing wrong?

Are you uploading them in the TM upload section? I've got it setup this way so I can keep people from posting in there. I end up moving it to the correct location.
