Hub vs bolt centered

I have several rims that appear to have the same offset as the HEMTT rims and they have 1" holes on 11.25 bc. They have the same 8 5/8" center as my 5 ton rims.

While I know our 5 tons are considered bolt centering, is the hub close to the wheel size to act as hub centering? I read also about center spacers being use to center them when different.

Then use a shoulder bolt, not an angled nut.

Can anyone tell me if the centers of our combat or budd rims is tight enough on the hub to center the wheels?

Here is a sample nut and spacer for the bolt. I bought a DOM 1"od x 3/4" I'd tube to make the spacer. I'll head to the semi supply to see if shoulder bolts are available for R and L 3/4" threads
