You'd have to assume it's just something that was used for recruiting or some other kind of PR purposes (going to middle schools and talking to kids, etc.).

Some of those blinged up vehicles are returns from Police depts. Yes still tax dollars, but different tax dollars. If they kept a few kids from turning bad in some way it is better than having then sitting where they originally were and them still being auctioned off or scrapped without doing anything other than keeping the grass from growing beneath them.

That's our old sd national guard recruiting Humvee. I have personally driven that one and ran it at events for recruiting. It honestly isn't as flashy as you think. The rims obviously are custom and they carpeted the interior and put in a sound system. Under the hood is an old dirty engine compartment. We had a flat screen that would setup out of the back to play recruiting videos and movies. The sound system was pretty decent, but don't think it is a $80,000 custom system or anything. Funny when you see the exact vehicle you drove in the military on auction. Any idea what it ended up going for?

The IDAHO NATIONAL GUARD had a slant back HMMWV all decked out with a BEAUTIFUL PAINT JOB! Then they got rid of in and bought a want-a-be HMMWV!

Well I am glad that it was just a promotional item... I was thinking maybe it was a Halliburton HMMWV freshly returned Iraq.
