IP plunger trouble

So after helping pick up a 109 sat and working at Kip's Sun, we stopped out at oldgrunt's place. Hdeuce had stopped running. After checking for air and fuel, we cracked the lines to the injectors, and got nothing. It had occurred to me that the IP plunger might have stopped plunging. We found a wood dowel, removed the center plug on the HH installed the dowel and hit the starter. The dowel did NOT move up and down. Tapped on it a bit with a hammer to see if we could free it up. Hit the starter again and I could feel it push up, but it did not go back down. Seems to me like this would indicate the need for a HH swap out. I just wanted to double check and make sure I am not missing a step. Thanks for any input.
