Large Bore Valve Stem for M35A3 Wheels Torque spec

I'm in the process of rebuilding some M35A3 wheels and want to swap out the CTIS inflation valve stems with non-CTIS "large bore" stems (NSN 2640-01-567-5505). The M35A3 TM says to torque the nut that holds the standard M35A3 valve stem on the rim to 40-65 ft/lbs. I can't find a torque spec for the new valve stems, but similar items from Haltec say recommend torque is only 15 ft/lbs.

1) Does anyone have a actual torque spec for NSN 2640-01-567-5505? Barring that, does anyone with more tire/wheel experience than me have a recommenced torque value?
2) If the spec/recommendation is closer to the 40 ft/lbs called for in the M35A3 TM, how do I hold them stem side steady while tightening the nut; the "body" of the stem side doesn't have any flats and the stems seems likely to bend.

I got a response from Haltec that says the required torque for that part is “175-200 inch-pounds.” Seems incredibly light compared to the TM specs for the standard part, but more inline with what I would expect.
