M1009 with AC

On my recent GA recovery, the M1009 has been modified, although, not by the military (maybe). There is no modification plate on the door. However, thanks to CARNAC, this M1009 saw service in Miami, FL. Someone when to a lot of effort to make the modification and it looks good. Bad news is that there are modifications to much of the wiring! They also replaced GEN1 with the compressor so it only has one generator. Vehicle is still 24 VDC. Currently, the compressor is missing. The wiring is still there for GEN1. Could this have been done by the government? More importantly, will can GEN2 charge both batteries by itself?
