M1078A1P2 wiper troubleshoot

I'm working on a M1078A1P2 (up armored lmtv) and the wipers keeps moving when the switch is OFF, and I tried looking for the troubleshoot procedure on the MSD but nothing shows up, any idea? Help and thanks.

Bad batterie(s)Mine did the same thing along with a few other electrical issues.
