M1101 cargo cover

When I unloaded cargo cover from bed of M1101 I found 4 pieces of tan vinyl material 24X13 inches and 4 pieces of OD vinyl 23X11 inches. Looked through entire manual and could find no mention of these. The tan ones are about 1 inch wider than the metal panels that support the top. Could they be padding? Thanks for any input.

They were used to wrap the metal parts of the kit when it came from the factory. I have opened several of the kits and all were like that.
