Looks like the clutch pedal return spring, the loose end should be in a hole in the crossmember over the jack shaft. Mine was broke in half which made the pedal hang down. Have fun stretching it to the hole, my new one took a couple tries. Also looks like you could use a new brake pedal spring, it looks sprung Both use the same spring.
Looks to be the clutch return spring. Rusty nailed it. It stretches a long ways, and griping it with a pair of vise grips, gives one a little more control. Its a little more crowded in there, when you have a PTO
Here is a pic of where the loose end should go, your clutch pedal should be drooping or feel like there is no free play. When I got my truck the spring was broke in half. I immediately noticed no free play in the clutch. Messed with adjusting the free play for half a day with no luck and then noticed the broken spring and had one of those V8 slap in the forehead moments The PO had just adjusted the clutch up until the pedal was even with the Brake pedal...with no free play.
