M932A1 winch siezed up?

Just brought home a 1985 M932A1, with the 7412382-1 hydraulic winch on the front. It looks like the winch has never been used, at least after a rebuild.
The drum will not turn with a reasonable amount of force. The clutch lever will not move with a reasonable amount of pressure. The drum lock disengages just fine.
Hydraulic pump is spinning. Pushing the lever to unwind the cable, I can hear what sounds like hydraulics trying to do something, but not being able to.
Does anyone have any bright ideas on where to start with this thing? It doesn't look like very much of anything is serviceable with the winch in place.

I would start by removing the cover of the drag brake housing and seeing if the band is rusted to the drum. I would also see if any water comes out of the worm housing drain.

Yup, that did it, thanks. There wasn't any rust at all, but I loosened the adjuster, and that gave me enough play to get the clutch to operate. Seems like its working good now. Now all I have to do is find a place to get stuck.
