M932A2 injection pump problem

I own a M932A2 Cargo Truck (manufacture date 06-90) with a 8.3 liter cummins with Bosch injection pump. i have good fuel pressure and flow to injection pump. no fuel to injectors when cranking, i cracked open all six lines at IP going to the injectors. engine will fire and run briefly, when i spray starting fluid into air filter housing (housing open, air filter removed). what i believe to be the IP selenoid is working, it does get hot after cranking for a while. i am afraid the IP is bad internally. i did open the front engine cover to make sure the IP gear is moving and it is. How can i test this further?

Did you open the bleed screw on the back of the pump and pump on the primer pump till fuel came out?

Along with what M35A2-AZ said I would for testing purposes REMOVE the shutdown fuel solenoid and physically make sure the fuel shutoff is completely rotated into the "run" position.
