MEP-006a wont turn over

I have a MEP-006a gen set that will not turn over. i have replaced the switch but still nothing. The voltage is good and the relay behind the front panel is clicking but the starter doesnt seem to be getting the control voltage to it. Has any body ran into the same issue or any clue where to start looking? Thank you for the help .

Did you meter the starter and see if it has 24v and a good ground? Did you then meter the coil contacts and have someone hit the start switch? I believe the mep006 uses the same starter as the nhc250. It takes some current to turn that thing over. What are you using for batteries? Can you put a wrench on the motor and manually turn it a bit?
