MEP 806A not cranking

Hello
I purchased two 1995 MEP 806A with under 4 hours. One had an issued with a fuse and it was resolved pretty fast thanks to the knowledgeable people on this forum.
Now, the other one won't crank, it makes a one time clapping noise on the starter when press to run. I put new batteries on it, the voltage at the starter terminals is 25 volts.
Any, suggestions on where to start looking?

By the way, downloading the TMs (Technical Manuals) for your machine will be helpful.

the problem is the starter solenoid, it was very corroded inside. the cooper filament was covered with a layer of old grease, prevent it from making contact.
Hopefully it will start tomorrow when I put it back together.
These units seat unused for a long time exposed to the elements I guess.
