Multifuel idle surge

I'm sure that this probably been covered before but I could not find any exact answers.I have a deuce that will surge at idle from about 400 rpm up to 1200 rpm.It will rev up fine but seems to loose throttle response at times as well.I can push the throttle down enough to get a steady 1000 rpm but any lower than that and it will surge.It has plenty of power at full throttle so I don't think it is a filter problem.I would guess a governor issue.Any ideas?

Mine did that, although not as severe, when my in-tank fuel pump was inoperable.

I know that the pump is running but I guess I'll have to check what kind of pressure I have at the final filters.My deuce tractor had a bad in-tank pump for a while but never had any running issues.
