Since we cannot enlarge and of the photos (system glitch) I am going to ass-u-me what you are refering to is the pioneer rack. That is where your off road tools go. Shovel, mattox, etc....

That's the tool rack. Mine is empty too, and will probabl;y stay that way fro a while.
