Need cucv transport from Aberdeen, Maryland to Houston

I have a M1028A1 at Aberdeen Proving Ground, Maryland 21005 that needs to come home to Houston TX 77373. Truck supposedly doesn't run and apparently there is no key but if there are other cucv's on the lot I don't see why the lot attendant would let someone borrow it to unlock the wheel and get it loaded
