Need help with a part - B Pillar Cover?

I am not sure why these are removed from vehicles but I believe I need to replace it. Is this the B Pillar cover? Also, Is it different for a hard top such as the one above than it is for a soft top? Lastly, does it need a fastener of some sort?

They are removed because they removed all the roof support parts as part of the Demil process.
