need to change out central tire inflation and it wont sync up???

I have a M35A3 and the ctis has died and moved on . at power up it gives a program number and serial number only and fails to work. By powering it down it then will work. I have a new unit but when installed it said it was not able to recognize it??? How do you get the unit to be recognized??? PS why are these control units made in China???
I would greatly appreciate any help on this as I really enjoy driving in parades and taking the grandkids and other kids for rides in the countryside in this truck.
